1. Introduction
Steepletown Neighborhood Services (Steepletown) is seeking proposals from property owners or managers to lease approximately 2,000 to 4,000 square feet of space to support the delivery of WIOA Youth services. The facility must meet requirements for accessibility, confidentiality, and program delivery consistent with the Workforce Innovation and Opportunity Act (WIOA) guidelines.
2. Background
Steepletown serves out-of-school youth and young adults facing barriers to employment. Our services include career coaching, adult education, job placement, and wraparound supports. As a WIOA-funded provider, all service delivery environments must comply with federal regulations related to safety, accessibility, and privacy, especially the handling of Personally Identifiable Information (PII).
3. Space Requirements
The proposed space should meet the following criteria:
- Size: 2,000 – 4,000 square feet
- Location: Within Greater Grand Rapids
- Accessibility: ADA compliant, with public transit accessibility preferred
- Interior Layout:
- One (1) large open area or classroom suitable for Adult Education direct instruction
- At least three (3) private offices for case management, partner meetings, and confidential file storage
- Secure storage options for PII, including locked cabinets or rooms
- Wi-Fi and/or network connectivity infrastructure
- Shared use or access to restrooms, waiting area, and staff break room (preferred but not required)
4. WIOA Compliance Considerations
In accordance with WIOA Youth Program regulations, the space must:
- Allow for the secure handling and storage of confidential documentation and PII
- Be conducive to individualized and group-based instruction and coaching
- Support reasonable accommodation needs for participants with disabilities
- Ensure a safe and professional environment aligned with youth workforce development best practices
5. Proposal Submission Requirements
Interested parties must submit a proposal that includes the following:
- Description and address of the property
- Floor plan with square footage breakdown
- Description of amenities and accessibility features
- Lease terms and pricing
- Availability timeline
- Description of security features (doors, locks, surveillance if applicable)
- Contact information for follow-up
6. Evaluation Criteria
Proposals will be evaluated based on the following:
- Alignment with spatial and programmatic needs
- WIOA compliance readiness (ADA, PII, security)
- Cost-effectiveness and lease flexibility
- Accessibility via public transportation
- Proximity to target populations and/or community partners
